hai ill give you a rundown of my process, i do want to say that i use an iphone and most of this is to just transfer the files to my pc. if you only use one device then you can usually skip the google drive part.
Alight motion > save as PNG sequence > open your files app > press on the saved file to "zip" it in a way > go to google drive > import the folder to google drive ( will have to open it in the desktop view, thats on google drive on the left side of the screen ) > export that folder to my pc > zip the folder > open it in ezgif animated webp maker ( SPECIFICALLY WEBP ) > upload files > set it to about 60-80 frame rate/speed, whatever its called > wait for it to load then save it > then you have your webp! I do all of my editing on photopea so I can just import the webp to there and add my overlays/coloring. I don't know how the process would go with ibis paint or any other software, sorry!
Also, if you want to have a looping animation ( as pretty much all of mine do ), all you have to do is press the reverse option after you save your img on ezgif. It'll take you to another page with the effects options, just click reverse, wait for it to load, then save it. Once you've done that: go to photopea, import BOTH of your webp files, right click on the folder of the reversed webp, add it to the original, then just add your coloring/overlays and export it from there! Photopea will make it loop by itself if your animation is done correctly. If any of this is confusing I can make a spoken tutorial and upload it to my Tumblr ^^
